Mr. Lubega brings to CATRE over 15 years of leadership experience in nonprofit management,
community development, and institutional governance across Uganda. He holds a Master’s
degree in Institutional Management and Leadership from Uganda Management Institute and a
Bachelor of Business Administration from Ndejje University.
Mr. Lubega is the Co-Founder of New Dawn Africa Foundation, where he provided strategic
oversight, led board governance, and supported the construction of a vocational school to equip
young people with practical skills. He also served as Country Director of the Uganda Rural
Orphanage Relief Fund, where he managed organizational operations, supervised staff, and
implemented community support programs for vulnerable populations.
A passionate community mobilizer, Mr. Lubega served as the 31st President of the Rotary Club
of Rubaga, where he led initiatives, such as planting over 20,000 trees, organizing medical
outreach camps in underserved communities, and contributing record-breaking support to Rotary
International projects. His leadership also helped establish a new and thriving Rotary chapter-
Rubaga Lake View.
At CATRE, Mr. Lubega contributes a wealth of experience in grassroots leadership,
organizational growth, and collaborative systems building. His vision and service-oriented
approach strengthen CATRE’s mission to lead anti-trafficking research, design trauma-informed
responses, and build survivor-centered systems in Uganda.
